Technical Committee

The Imagine Brownsville Task Force consists of technical committees in addition to the executive committee. The purpose of the technical committees is to organize and lead the technical work of the plan.

There are five technical committees organized along the following planning dimensions:

Economic Committee
– The focus of this committee involves the creation of economic wealth and economic growth. The sub-committee groups include: the public sector (public entities); the private sector (firms); and households related to labor and workforce development.

Social Committee
– This committee addresses the social/quality of life elements that describe how the benefits/costs of the economic/infrastructure/civic elements are distributed among the members of our community. The sub-committee groups include: healthcare; education; public safety; equity and income distribution; culture (includes downtown revitalization, historic preservation, arts and entertainment); land use (includes urbanization, housing, parks and green space, and public facilities).

Infrastructure Committee
– This committee deals with infrastructure improvements that provide a foundation for the creation of wealth/economic growth and social/quality of life. The sub-committee groups include: transportation; utilities; drainage; and telecommunications.

Civic Committee
– This committee addresses the issues of the partnerships between civic and public/private institutions that provide a foundation for the creation of wealth/economic growth and social/quality of life. The sub-committee groups include: volunteerism and civic engagement; inter-institutional cooperation; and leadership development.

Environment Committee – This committee focuses on the effect of the economic, social, infrastructure and civic/institutional elements on our community’s environment/natural resources and the resulting impact on sustainability. The sub-committee groups include: natural resources and community aesthetics; waste and recycling; and emergency response.

The five technical committees are each co-chaired by community leaders who have graciously agreed to lead the technical work of these planning dimensions:

Technical Committee Tasks and Objectives


The purpose of the committees is to organize and lead the technical work of the planning process to meet the project objectives. The committee’s work consists of the following five general tasks:

Task 1. Develop the Vision

1.1 Develop, with the help of the Consulting Team, a Score Card for the Dimension corresponding to the Committee, including target goals.

1.2 Provide status updates and present results upon completion to the Executive Committee of the Task Force.

Task 2. Develop Set of Candidate Strategies

2.1 Develop, with the help of the Technical Consulting Team, a set of candidate strategies for each dimension.

2.2 Develop, with the help of the Technical Consulting Team, the Score Card scores for each of the candidate strategies to determine the feasibility of meeting the target goals, and their relative rankings.


2.3 Provide status updates and present results upon completion to the Executive Committee of the Task Force.


Task 3. Refine the Vision

3.1 Refine and adjust as necessary, with the help of the Technical Consulting Team, the Score Card priority/weights and target goals developed in Task 1 for each dimension.


The refinements and adjustments will be based on the feedback received from Task 2 on the extent and feasibility of meeting the original target goals with the strategies developed in Task 2.

3.2 Provide status updates and present results upon completion to the Executive Committee of the Task Force.

Task 4. Refine Strategies

4.1 Refine and adjust as necessary, with the help of the Technical Consulting Team, the strategies developed in Task 2.

The revised strategies will be evaluated by the Technical Consulting Team as in Task 2.

4.2 Provide status updates and present results upon completion to the Executive Committee of the Task Force.

Task 5. Fine Tune Vision and Strategies

5.1 Repeat Steps 3 and 4 until the selected strategies meet the desired target goals.

5.2 Provide status updates and present results upon completion to the Executive Committee of the Task Force.
